You have to remember that the basic problem is that nobody really wants to fix the problem. Our current credit-heavy system is utterly unsustainable, people cannot spend 2-3x what they make in a year buying retail crap, yet that's what our system is set up to do. I think both Bush and Obama know that there are hard decisions and hard times that we need to go through in order to actually fix the problem, but making these hard decisions are political suicide for any party that chooses to make them. Therefore, they're trying to cobble together a system with duct tape and good intentions that will survive until the other party is in power.

Unfortunately, living beyond ones means simply is not sustainable in the long run, yet we have entire industries, notably the automotive industry, that have a business plan that requires it. The only thing that was keeping this evil genie in it's bottle were the regulations, many put in place after the end of the Great Depression, that were systematically dismantled by both the Clinton and Bush administrations. Without regulation, the system ran wild, there was trillions to be made, but at a cost, which we're living through right now. For every boom, there comes a bust and this bust is massive.

Obama can try to put the cork back in the bottle and go back to the way things were before Clinton, but that's political suicide, people have gotten used to having a new car every other year, the latest plasma TV, the newest toys and gadgets. Telling them they can't have them if they don't make enough money is a fast way out of power. So he's trying to shore up the system and get the credit flowing again, just pushing the problem off until the next administration when it can fail again.

[...] The Diary of a Secular Conservative placed an interesting blog post on There Are No WordsHere’s a brief overviewThe economic crisis currently gripping our country has been the top political issue in this country for months now. My blog is a political blog. Noticeably absent from it has been the top political issue in the country. Why? Because words can’t describe how angry, disappointed, and disgusted I am with the handling of it all. Believe me, I’ve tried. There are many half-written posts on the subject. A starting paragraph followed by a rant followed by broken sentences that simply couldn’t be [...]
