That particular article also includes an interactive chart about halfway down that shows the per-state deficits, which, among other things, displays the fact that Pelosi’s own state of California(as of June) has had to borrow well over $3b to cover their unemployment program, roughly three times as much as the next-highest borrower. She mysteriously didn’t seem to bring up as much in the article you mentioned.
